OFFICE OF THE PRESIDENT OF EUROPEAN COUNCIL ON TOURISM AND TRADE ANNOUNCES THE EUROPEAN TOURISM GENERAL ASSEMBLY IS CONVOKED FOR 2015 MEETING
Office of The President of European Council on Tourism and Trade announces that Professor Dr. Anton Caragea had signed the convocation order for European tourism general assembly due to take place between 25 and 26 June 2015 and fallow after by a trip to Danube Delta offered for the benefit of the guest.
According to the press release the most importan topics to be debated are: increased regional cooperation, visa facilitation and the better promotion of European tourism are some of the topics, in focus, at the 8th Meeting of the European Tourism organization-European Council on Tourism and Trade, to be held in Bucharest, Romania, 25-26 June 2015.
Europe is the world’s most visited region and is the main source of outbound tourism to other destination, accounting for more than half of the world’s international travelers.
In 2014, international tourism in Europe had registered a major contribution to the economic recovery in the region: international tourist arrivals grew by 3% to reach a record 584 million, while international tourism receipts increased by 4% contributing US$ 509 billion (383 billion euro) to the European economies.
The 8th Meeting of the European Council on Tourism and Trade will be held at the Romanian Parliament and Professor Dr. Anton Caragea-President of European Council on Tourism and Trade will play host to representatives from 30 European countries and other tourism stakeholders in the region to discuss policy priorities and set the agenda for ECTT in the world in 2015-2016.
This paraphernalia designation can play a key role in the development of tourism destinations, helping to improve their image, opening new tourism markets, diversifying the product offer, encouraging and fostering job creation and socio-economic development.
The European leaders in charge of tourism and the international experts will discuss about issues related to WORLD BEST TOURIST DESTINATION status:

As always, the ceremony for WORLD BEST TOURIST DESTINATION AWARD is the embodiment of an idea and the universal proclamation of a country that succeeded in materializing this idea to the fullest.
Last year we concentrated on the idea that in the world of today, tourism is a causeway uniting knowledge and friendship, peoples and countries, a way to promote peace and understanding, a road that leads towards a better future for all.
We see the recipient of the WORLD BEST TOURISM AWARD, ZIMBABWE, not only standing for the idea of a resurrection of Africa and African people, but also symbolizing Africa’s determination to undertake the long journey to global significance.
We have also noted with great satisfaction that Zimbabwe has persistently viewed tourism as one of the pillars of its economy, going forward. Your successive economic blueprints, right up to the current one, the ZIMASSET, recognize the critical value-adding role that the tourism sector can play in your economy.
Your Excellency, we are aware that in 2013 you signed the United Nations World Tourism Organization’s Golden Book of Tourism. We must congratulate and commend you highly for signing that book. Yours was the 29th signature by various world statesmen throughout the globe, who have pledged their support for global tourism, with its critical role of promoting both the economic, as well as the social wellbeing of the world. Needless to say, tourism can do a great deal of social and economic good for Africa, including Zimbabwe.
Mr. President, in our consideration for whom to give this award to, we learnt, amongst many other facts about your country, of your economic model ensuring that local communities participate and benefit from enterprises that exploit and benefit from the conservation of bio-diversity of both flora and fauna, was born here. We are here to urge you along this course, because that makes Zimbabwe a steward of the earth’s flora and fauna, in its pristine condition, for the benefit and enjoyment of all humanity including Zimbabwe’s own posterity.
Your government’s well placed recognition of tourism as an important sector is also evident in your decision to create a stand-alone Ministry of Tourism and Hospitality Industry, back in 2009.
Even more fundamental for us, is your acknowledgement that tourism is a peace sector, constantly building bridges amongst the various peoples of the world.
Your recognition of this truth is evidenced, in part, by the support you have given your Minister of Tourism to travel the world, east and west, ensuring that this bridge between your country and the rest of the world remains intact and promote real people-to-people warmth and friendship.
It is not only for these philosophical reasons that we found your country worthy of this award, the fact is your country if well-endowed with historical and cultural features of great worth and value to all humanity. These range from the massive long-standing architectural structures of Great Zimbabwe monument, and others like it all over your country, to rock paintings and artefacts that symbolize early human civilization. Zimbabwe is indeed a destination of global note and the recognition of many of your country’s features as UNESCO Human Heritage sites says as much.
We did explain in great detail in our 3rd of May Press Release that we put out for this purpose, why we found Zimbabwe a deserving recipient of these awards, but my address would be amiss if I failed to refer to the well-known hospitality and peace- loving nature of the Zimbabwean people. It is quite appropriate that you position your people as one of the Seven Wonders that characterize Zimbabwe. Zimbabweans, both at home and in the diaspora, are generally well-known for their hard-work and cheerfulness – they are a wonder indeed.
Last but not least, Your Excellency, Ladies and Gentlemen, it is not only in Zimbabwe that we have found a naturally and culturally well-endowed destination, but it is here that we find an exceptional combination of peace and security, combined with a crime-free environment and an exceptionally hospitable people. Visitors here are bound to feel welcome, safe and secure, and that is probably the reason why the United Nations World Tourism Organization decided to hold the 20th Session of its General Assembly, which turned out to be its most successful, here in Zimbabwe at the magnificent Victoria Falls.
Your Excellency Mr. President, it is my great honor and privilege to hand over this title as an international recognition for all the people of Zimbabwe, all united in the service of protecting and preserving the historical and cultural heritage of your country, leveraging tourism and culture, in the service of the people of Zimbabwe.
This title is also a challenge because we now expect your country and people to hold what you have in trust on behalf of world culture and tourism. May this award be used to enhance the international standing of the Republic of ZIMBABWE-A WORLD OF WONDERS. ECOLOGICAL CIVILIZATION: THE GOAL OF MANKIND IN XXI CENTURY
In his allocution, Professor Dr. Anton Caragea, had openly thanked President Ilham Aliyev for the initiative to host this high standard forum that has the potential of creating a global world dialogue platform, in order to create a XXI century world without humanitarian crisis, a world of social equity, equal chances and sustainable development.
In his key note speech, Professor Dr. Anton Caragea underlined the fact that the only cure for world economic crisis is a global debate, that will replace the philosophical fundaments of XVIII century, with the imperatives of XXI century: an ecological civilization, relinquishing the capitalist economic paradigm and replacing it with sustainable development and ousting profit as the symbol of global economic assessment and replacing it by social utility.
In the last period of time, a new concept had arise in the framework of international policy and of environmental action: the idea of an ecological civilization, understood as a complex economic, cultural and social structure that is insuring the future of global and sustainable development, in accordance with the laws and necessities of nature.

In today world the emphasis must be on building a new society structure, based on the values of ecological civilization.
From a historical point of view, we can appreciate that we are leaving a turning point in the development of human society.
This moment can be only compared with the end of medieval age and the beginning of the industrial and modern period of human society, a period that involved a profound transformation in society, politics and economy.
Today we are living a similar period of world crisis and transformation.
This is involving a tremendous economic crisis, spanning now for more that six years, a crisis that it will continue for at least five to ten more years and is re-shaping economic climate, business environment and is creating poverty, inflation and promoting striking inequality and exploitation all around the world.
Present day economic crisis, is proving that the XVII century economic model of capitalist and profit based economy is exhausted and is not creating wealth and prosperity but poverty, underdevelopment and crisis on a world scale .
The crisis that we are experience now is deeper than just the economic factor it is also rapidly becoming an environmental disaster at planetary scale.
The economic and civilization model in use today in the western world, becomes unsustainable: the resources are depleting in a rhythm unknown in history, the pollution is exacerbating and the economic cost of the environmental changes and climate changes is unfathomable.
Confronted by the failure of today economic system (based on inequality, quagmire poverty, the abnormal cost of consumer based society etc.) and the natural patrimony destruction by exploitation and pollution, all factors converge to make this model un-economic, un-ethical and un-sustainable.
The consumerist based society and vision of a future, in which we can spend and destroy everything for the sake of profit, is based on a failed policy and vision that is undermining the future of human society.
The economic crisis has broken down from the rostrum of philosophical ideas the concept of eternal development and never ending consumerism.
The ecological crisis is spelling clearly the end of another dream (of inexhaustible natural resources and non-value of nature) and is emphasizing the fact that: the collapse of the present civilization model is putting under question the future of human specie.
I must also emphasize that by today the ecological crisis is rapidly becoming an emergency in tackling, because of the high risk involved in the environmental damage and the resources exhausting.
Solving this issues: safeguarding the resources and the environment becomes economically inefficient and unsustainable for today civilization model based solely on profit as supreme value.
Converting human society towards an ecological civilization is therefore logical and necessary in order to adapt the XXI century society to the challenges and transformations of our time.
The philosophical solutions of XVII century are no longer feasible in today economic and political climate.
As any new concept, the theory of an ecological civilization is yet to be properly determined, but there are some key issues that need to be analyzed:

Ecological civilization: a national goal or an international target?
More and more country’s are starting adopting and pioneering the concept of Ecological civilization (in 2007 Communist Party of China leader –Hu Jintao even press for adopting ecological civilization as a national objective in Peoples Republic of China and present day President Xi Jinping ask United Nations to register this concept along sustainable development ) we must draw a fine line between the implementation of the concept of Ecological Civilization (E.C) in the national economy and development plans and adopting as an international target.
Already United Nations Development Program adopted Chinese report on China Sustainable Development Report 2013 – the road to ecological civilization: the next decade, as an UNDP international document and started elaborating future policies on this document.
From this first steps is starting the first necessity in elaborating and implementing the concept of Ecological Civilization.
To this extent we can use the road map, already drafted for Millennium Development Goals and start incorporating the basic principles of ecological civilization into national documents in the same time as elaborating them as international documents.
We must clearly state that: all thou the national actor’s role in implementing Ecological civilization on a world scale is prominent, solely promoting the inclusion into national agenda will not suffice.
Only accepting Ecological Civilization as a long term, mandatory goal of the international community can offer chances to success in implementing this society model on a world scale.
The role of diplomacy in promoting ecological civilization concept.
The promotion and international presentation of the ecological civilization paradigm is a task that can be entrusted to international diplomacy.
In order to rapidly foster the dialogue and the acceptance of the concept of ecological civilization (E.C.) this must be amalgamated as an index (similar to human development index) in ranking countries international stature and success.
All the countries must be evaluated in their contribution in implementing the E.C. model in their economy and society and also in appraising their role in attaining this aim on international level.
Ecological Civilization must be introduced as a part of international law by becoming part of the international treaty system, being a starting point for regional, trans-national and global and continental cooperation ( and also used in bilateral agreements between national and international company, NGO and cultural entities etc.-on the framework of cooperation carved for Millennium Development Goals ).
In 1997, United States proposed a Forum of Democracy, in promoting the values of indirect democracy world wide.
This initiative has failed in the mean time as indirect democracy is considered inadequate by more and more countries, but the idea must not be forfeit.
A similar Forum for Ecological Civilization, used by the nations and institution that understand their global responsibility, can be used to foster connection and promote the practical measures to achieve the goal of ecological civilization.
The international assistance budgets must be converted in budgets for ecological civilization development.
Instead of being awarded and placed for political agenda issues, on debatable criteria, there must be used solely for projects that are in conformity with sustainable development criteria and agenda.
The contribution of all nations to international peace and security and development must be based on the contribution to promote an ecological friendly civilization.
This also must be based on the contribution of United Nation and their relief and specialized agencies and also of economic world entities (such International Monetary Fund and World Bank) in implementing ecological civilization specific agendas.
Initiating a global and world wide level debate it is another urgency . This debate will be centered on economical agents and on the necessity of promoting the agenda of ecological civilization as the only rational and economic sound investment, based on concepts like: green economy, sustainable profit and updating economical mechanisms to the provocation of XXI century environmental cost.
Building an ecological civilization involves a change in the economic society matrix that has proven to be unreliable and inefficient and unproductive.
Today economic matrix ( that is disregarding the long term impact on environment) has proven to be inefficient, cost-ineffective and promoting under-development on a world level and promoting inequity and inequality between nations, regions and economical classes , creating un-sound disparities and provoking havoc in economy and world environment.
This situation must mark clearly that the ecological civilization is not a trend or an intellectual fashion, but must evolve in being a society model responsive to the necessities of XXI century.

We have all gather here to pay homage to an idea and to a country that embodies this idea.
The idea is encompass in the simple truth that: in XXI century tourism has become a bridge towards knowledge and friendship between peoples and countries , a way to promote peace and understanding , a road that leads towards a better future.
We have also gather here to express our appreciation for a country and a people that will embody in 2013 this triumphant spirit of tourism: the people of Lao.
I must re-emphasize that: tourism is in the XXI century, not only a way to enjoy life, to discover new places, new cultures but also a mass phenomenon that combines sightseeing, recreation and health care.
Tourism has become, in the world today, an intrinsic value of human life and experience and what I like to call a natural right of all people: the right to move freely, to express freely and to enjoy a life of adventure and discoveries.
Undoubtedly, for a country tourism is a constant and serious source of revenue, is becoming an important factor to promote development, to build roads, to offer to people a source of income and employment, a source of prosperity.
But, material significance of tourism must not elapse the true value of tourism: as a way for people`s to build bridges of friendship and tolerance , to discover different cultures, ideas and way`s of life, to embrace the beauty of being different .
We must also clearly mark that: tourism must be based on a set of values such as nature preservation, cultural and historical patrimony conservation for future generation and exactly for this need we have carved WORLD BEST TOURIST DESTINATION AWARD as an international recognition for the country`s that are respecting this values .
I must say what a privilege is for our delegation to honor a country that is becoming a WORLD BEST TOURIST DESTINATION.
It is also a great pleasure to address our salute to the great people of Lao, a people that had build throughout centuries a perfect civilization, with hundreds of monuments of historical and civilization relevance ,a people that had offered to humanity countless riches: from religious temple and scriptures to literary texts and historical writings .
Today, Lao had become a cultural and touristic world power and the main credit belongs, without a doubt, to the great people of Laos, that from 1975 onwards is constructing a life of dignity, liberty and tolerance in a free country.
Today, in a world that rarely accepts and tolerates difference, we come to honor a country of TOLERANCE, in a world crowded with pseudo-culture, without a form and substance , we come today to honor a TRUE CULTURE , in a world that is loosing the true values, we come today the honor a real TOURISTIC VALUE, in a time in which to many speak and do not act for historical sites preservation , we come to honor a PARADISE OF HISTORY , we come to honor the People`s Democratic Republic of LAO .
Here, we have all gather to show our support for the values of humanity, of educational and cultural tourism . We are all here in the search for a country that offer to tourists a complete experience , a country that educates spirit, elevates soul and gives everybody a lesson in history and culture.
We all have found in LAO the perfect teacher in tourism, offering to all the tourist`s of the world the possibility of a safe, pleasurable and enlightening tourist experience.
Among the reasons leading to awarding WORLD BEST TOURIST DESTINATION FOR 2013 title to PEOPLE`S DEMOCRATIC REPUBLIC OF LAOS our report had taken under consideration:
– The preservation of an outstanding historical and cultural patrimony that comprises wonderful sites such as: Wat Phu- a UNESCO World Heritage Site from 12th century, the remarkable site from Plain of Jars, offering an insight into Neolithic civilization and a rare window into traditions of centuries.
A name that needs no introduction: the UNESCO heritage site of Luang Prabang, with the gems of Haw Kham and Vat Xieng Toung monastery.
I could continue for hours this list of treasures, but I will enumerate just in Vientiane- Wat Si Saket, the oldest temple of the city and the world famous That Luang complex.
Today, Lao is offering an open air museum, a rare collection of historical and archeological treasures that educate and enrich the world.
– The preservation of religious sites of world significance and value such as: Wat Xieng Thong, one of the most important of world Buddhism monasteries and remains a significant place for the spirit of religion and traditional art. Other sites that must be mentioned such as: Wat Phu ( UNESCO heritage site) and Champasak Cultural Landscape ( under UNESCO recognition).
Keeping alive spiritual tradition, integrating tourist`s and visitors in the atmosphere of the Lao people, offering possibility for an enriching cultural experience, are all achievements that transform Peoples Democratic Republic of LAO in a spiritual destination of first hand.
– Promoting a new concept of community based tourism, friendly to nature, with low ecological impact and preservation of natural biodiversity and protection of endangered species and areas, especially rainforest eco-climate.
Community based ecotourism is a way to share revenues and income, to support rural communities in prospering and presenting there foodstuff and handicrafts to the world and to make the base for an economic local development. Sharing tourism benefits to all the population, offering a social tourism it is a lesson that Lao is offering to the world.
Supporting Lao community tourism project as a way to spread wealth, it is a duty for everybody and one of the main reason for portraying Laos as a world example of democratic tourism , a tourism that is not only offering benefits to the rich, but to all people. Lao example must be appreciated and supported , and all tourist that are going to Lao must know that an investment in Lao tourism is an investment in the future of Lao people.
– Offering to tourists not only a historical and outstanding cultural experience but also the possibility to explore nature , to contribute to ecological preservation and the opportunity to visit extraordinary space such as: Nam Ngum reservoir , Bolaven plateau, Mekong river islands , Mekong river boat trip , Tad Kouangsi waterfall , the cave of de Ting . All this are model of achievements in ecological and green tourism that must be world recognized .
– The continuous development and protection of cultural and historical patrimony of Peoples Democratic Republic of LAO, the transformation of Vientiane in a historical and spiritual center offering to the visitor a glimpse into rich culture and heritage of peoples of Lao.
For all this reasons, among many others, European Council on Tourism and Trade decided, unanimously, to award WORLD BEST TOURIST DESTINATION FOR 2013 title to PEOPLE`S DEMOCRATIC REPUBLIC OF LAOS and to declare PEOPLE`S DEMOCRATIC REPUBLIC OF LAOS- FAVORITE CULTURAL DESTINATION in 2013.
This title is an international recognition of Your work for Peoples Democratic Republic of LAO until today, in the service of history and civilization, tourism and culture , in the service of the people of LAO, but is also a challenge because now we are expecting your services in the future benefit of the world culture and tourism.
May this award be transformed in a support for developing the international standing of Peoples Democratic Republic of LAO , for a sustainable tourism and development and in a base for further success for SIMPLY BEAUTIFUL – Peoples Democratic Republic of LAO .

KAZAKHSTAN 2050-AN EUROPEAN VISION BY PRESIDENT ANTON CARAGEA MA,FINS, EDA
We are living through difficult and boisterous time. A period of rapid changes in world economic and political system, a time of powerful crisis that is shaking the fundaments of national states and of national economies and is putting under strain the social protection and all the values of economic neo-liberalism.
In this chaotic period, just a few nations are allowed the luxury of economic and political long time forecast and predictability: China and United States are creating and proposing to their people and foreign partners a long term vision of development and national statehood construction.
In a time of peril and un-certitude, when even a short time economic prediction is considered hazardous, just a few nations are having the will to act as beacons of lights and direction for their region.
In 17th of December 2012 Kazakhstan had enter to this select club of nations, conscientious of their role and position in the continental and world stage by presenting an ambitious, realistic and well carved plan for future of Kazakhstan until 2050.
By the voice of his President, Nursultan Nazarbayev, Kazakhstan had created the prototype of a long term, healthy and stable construction model for the country, the region and the world.
Kazakhstan 2030: weathering the storm and creating a nation.
Kazakhstan it is not at the first step in a managed transition towards a stable and democratic society and a powerful economy.
In 1997 Kazakhstan had already carved the landmarks of his astonishing development by the presidential strategy- Kazakhstan 2030.
Far from being just a window dressing, the strategy for 2030 had proved to be a perfect way for charting Kazakhstan after the independence in the incertitude of nation building and construction of a viable economy.
The program had allowed Kazakhstan to tap into national reserves of oil and gas, to gush out of the enclave country status via the reconstructed Silk Road of energy and trade, to create a modern economy, not depending only on energy resources, to build a huge potential of national intelligence and to foster the economy of knowledge, the base for a XXI century reliable economy.
The long string of economic successes was accompanied in the internal sphere by political stability, based on democratic and open society values, the protection of national and religious minorities.
In the area of external policy, Kazakhstan had gather the powerful laurels of a successful reform project carried out during his Presidency of Organization for Security and Cooperation in Europe. An impressive success was also the unprecedented two year chairmanship of Organization of Islamic Conference that transformed Kazakhstan in a leader of dialogue between Islam and Western world.
The latest major diplomatic achievement of Kazakhstan was the proposal of building an area of security and cooperation in Europe and Asia, launched in September 2012, in Astana, at CICA Conference by President Nursultan Nazarbayev. This latest proposal makes Kazakhstan the promoter of an all-inclusive, intercontinental dialogue, that could transform the political landscape of XXI century.
In the end, Kazakhstan 2030 had proved to be not only a successful strategy for Kazakhstan, but also an example for all the countries of the world on how a nation by the sole fact of building himself, can become a regional and world significant player.

In its world acclaimed book: The Seven Pillars of Wisdom, the famous Lawrence of Arabia had mentioned that: the most important, but also decisive part of a plan is to be in line with the necessity of his time.

Extremely interesting it is also the concept of a Kazakhstan patriotism. Instead of playing the card of nationalism or chauvinism, President Nursultan Nazarbayev is calling for the tradition, language and equality to blend into a new and successful Kazakh: a person well educated, wealthy , healthy enjoying the benefits of a modern state and administration and a state of the art medical system.
Kazakhstan is promising to put at the core of his foundation plan for 2050 the individual and his chances to prevail in a complex XXI century.

One of the keys of Kazakhstan national and international success was understanding that Kazakhstan could not evolve alone in the world, but always must stay in touch and be an intricate part of the world evolutions. There are many examples that support this conjecture in Kazakhstan two decades of independence story.
Kazakhstan economic miracle was built on partnership with western companies and oil extraction technology, but also on political negotiation with Russia on Caspian Sea exploration.
The Astana Expo 2017 will also be a proof of the lesson of mutual profit that Kazakhstan is offering to the world. Kazakhstan management of energy, the lessons of ecology and energy for a future, of environment protection, are going to be beneficial for the world economy and for the generations to come. This is just a new illustration of the Kazakhstan concept of successful quest for global significance.
Kazakhstan economic development had transformed the country in a major player in the development of Asia and Europe. EURASIA SECURITY CONCEPT. A PLAN FOR PEACE AND STABILITY IN THE XXI CENTURY By Professor dr Anton Caragea MA, FINS, EDA
The illusory perfect world of the XXI century.
At the beginning of the twentieth century optimistic geopolitics, led by the famous thinker Francis Fukuyama, believed that we are witnessing the fulfilling prophecy on the end of history.
At first glance everything seemed to give them justice: the market economy seem to liquidate traditional inequalities between countries and promised an era of overall development and steady growth of the living standards.
If, on the level of the individual safety, market economy promised abundance and absence of crises, in the field of global security the developments seemed to ensure a better future. The permanent EU enlargement ensured security on the European continent, joining former Cold War adversaries in a forum of development, democracy, security and general welfare, it seemed that a future in which even Russia will become a member of the European Union was not one too far away.
On military level NATO appeared to be an invincible military shield and it seemed to become even a global alliance which was to provide at indications of the Security Council, missions to impose global order. The global equation of stability seems solidly built.
Nothing has remained from this perfect picture of a better world.
NATO intervention in Afghanistan and the defeat suffered has influenced the future plans of the Alliance, the announced withdrawal from Afghanistan in 2014, ends long-standing contingency plans for NATO trouble spots.
From now on there will be only punctual interventions with duration of less than one year, the only ones that the Alliance can do effectively.
Instead of a coherent NATO interventions focusing on post-conflict reconstruction, we started to become witnesses of illegal intervention or of unilateral actions from the NATO members, which do not only exceed the action out of the alliance, but it also contradicts its fundamental principles.
The EU crisis, which began as an economic crisis that hit Greece, Spain, Portugal and Ireland became a general economic crisis and blocked the expansion of the political union, expansion was supposed to be a future of prosperity for Europe.
The EU political crisis threatens more and more achievements that were once considered as permanent certainties: the right to free movement is questioned, the right to work is severely restricted and fined and the portrait of EU as a club of democracies is as severe questioned by the expansion of right-wing parties and by the blocking of the democratic mechanisms which no longer work on the continent.
Increased security risks.
The collapse of the safety certainties led to the revival and development of security risks: forgotten border conflicts are worldwide present, territorial conflicts in the Far East are among the most visible.
In Europe, the Kosovo crisis questioned the stability of the boundaries drawn after World War II, and there are here additional trouble spots throughout the Balkans and throughout Central Europe.
All these attract with them increased security risks and general instability, with only two possible outcomes: return to arms race and to the conflicts we thought forgotten after 1945 or rebuilding a new system of global security.
Voice of reason.
In September 2012, when leaders of the Conference on Interaction and Confidence Building Measures in Asia (CICA) was held in Astana, capital of Kazakhstan, the usual speech reception, group pictures and final smiles were expected.
They were to have a surprise. Before them, their host President Nursultan Nazarbayev presented a comprehensive project to revive the dialogue and reduce tensions in the Euro-Asian.
It was not the first time the president of Kazakhstan surprised their guests with comprehensive and ambitious reform plans.
Everyone remembers in 2010, when Kazakhstan took over the Chairmanship of the Organization for Security and Cooperation in Europe (OSCE).
Everyone expected a usual cosmetic presidency, of a prestigious organization in free fall and utility. It was not to be like this.
President Nursultan Nazarbayev launched a project to reform and restructure the OSCE, put in foreground the overall security projects and the restoration of OSCE action potential. The organization was not able to meet leaders in 1999, Kazakhstan has managed to achieve this performance. OSCE failed for two decades to bring together the civil society leaders, but in 2010, within the Conference of Bucharest, Kazakhstan has managed to do that.
At the end of a one year term, Kazakhstan has managed to inject fresh vigor into an organization that seemed irreversible affected by routine and inefficiency.
Now the voice of reason, the voice of Kazakhstan, is heard again: it is time for a platform of security and cooperation in the Euro-Asian and Euro-Atlantic area.
The security and cooperation platform.
The New Security and Cooperation initiative, launched by President Nursultan Nazarbayev states:
– Creation of a zone of stability that connects the Atlantic and Asia, the European and Asian continents.
– Establishment of a mechanism of interaction, flexible and based on tangible results and creation of communication channels.
– Unification of the countless existing organizations on global security: NATO (North Atlantic Treaty Organization), CSOT (Collective Security Treaty Organization), CICA (Conference on Interaction and Confidence Building Measures in Asia), the OSCE (Organization for Security and Cooperation in Europe).
– Focus of the dialogue on general security issues, banning the nuclear tests – initiative ATOM (stopping nuclear tests worldwide)
The methods of the new organization: Platform for Security and Cooperation Euro-Asian and they promise to help ease the global climate:
– Imposing the consensus as the only method of action of the new organization
– Solving of the crises by dialogue and diplomatic means
– Focus new organization on the central problems such as geopolitical rivalry / reducing global distrust / fight illegal migration / fight against trafficking in human beings and drugs / counter terrorism and extremism and suppression of territorial claims.
Kazakhstan – clear action, concrete results.
President Nursultan Nazarbayev said from the very beginning that his country will lead by example and will convince through clear results about the usefulness of its initiative.
Thus Kazakhstan launched in 1990, a successful initiative for the denuclearization of the region Central Asia, closed the nuclear test polygon from Semipalatinsk and gave up a huge arsenal of nuclear weapons (third in the world after the U.S. and Russia).
With such results, Kazakhstan took the flag of the fight for nuclear disarmament, having demonstrated that a nuclear country may renounce its weapons for promoting world peace. Not by words but by deeds, seems to be the motto of Kazakhstan’s international action.
Thus, President Nazarbayev announced at the nuclear disarmament meeting in Seoul, the initiative to create an international bank for uranium, an entity meant to control the resources and use of nuclear material for peaceful projects.
The establishment of such a bank would block traffic fusion materials, would allow nuclear arms control and allow the commencement of global nuclear disarmament. The new initiative received immediate support from the United States and the United Nations, as being the only reasonable proposal to address the problem of trafficking in nuclear materials.
Meanwhile, Kazakhstan has proposed a less ambitious goal, the ATOM initiative to ban nuclear tests and has made this initiative a decision available to all people, building a specialized website where any responsible citizen can support initiatives designed to have a world without the risk of nuclear tests.
In Afghanistan, where the military solution failed, Kazakhstan has shown that the humanitarian solution gives results: hundreds of Afghan students graduate courses in Kazakh universities, laying the foundations, by providing the necessary personnel for the economic, administrative and health recovery of a country devastated and laying the foundations of a return to normality. Also construction of social facilities (schools, hospitals, health centers) developed the only strategy that works: higher standards of living.
The counter-drug fight reduces the sources of income of the destructive elements and Afghanistan rises again from the ashes of a failed military intervention.
As to the economic crisis, the Kazakhstan’s president has built in his country the third world economy as growth rate, but he was concerned that only nation achieves economic growth, but he also provided a platform for combating global crisis.
The solutions to fight the crisis were offered free, together with the necessary consultation.
While other solutions have failed and world organizations have enormous cost, the Kazakhstan’s offers as a solution to the crisis is only up to people affected by the crisis if they want to apply or not.
Finally, the most recent contribution of Kazakhstan to the political and economic crisis, is the rebuilding the Silk Road. The Silk Road brought prosperity and security from Asia to Europe for two millennia.
Now with 5,000 kilometers of road built by Kazakhstan will link China to St. Petersburg and bring raw materials in emerging markets in Asia and will connect the European consumers with products offered by the Asian market.
By its revolution in transport, Kazakhstan has become the bridge between Asia and Europe, the area of transport and logistics and has become the host of dozens of trans-regional and multilateral organizations, connecting the Asia-Pacific, Europe-Atlantic area.
Romania-Kazakhstan: a joint voice for global security
After offering the example of a modern nation, contributing effectively to the global debate on crucial issues such as nuclear safety and solving of the global economic crisis, the new proposal of the President Nursultan Nazarbayev promises to offer a solution to avoid a ravaging conflict in the XXI century.
Romania’s response to the initiative of Kazakhstan can only be positive, given the long tradition of Romanian efforts towards disarmament and creation of a global security system.
The Romanian voice must be with Kazakhstan’s initiative in setting up the platform for Security and Cooperation in the Euro-Asian and Euro-Atlantic integration, as the only reliable solution to ensure not only national security but also to bring our contribution to the great idea debate of the century.
Our country’s voice must be heard again in support of world peace!

Chaguaramas Natural Protected Area in Trinidad and Tobago.
On 13 December 2011 on United Nations Headquarters in Romania was unveiled the special initiative on protecting natural areas of United Nations Development Program ( UNDP) .
On this occasion Professor Dr. Anton Caragea was presented with the appointment of Goodwill Ambassador At Large for the World Natural Protected Area. Professor Dr. Anton Caragea was empowered to speak on behalf the ecological and protection program`s regarding protected natural area and to represent on world stage the necessity issues related to: integrated environment into development , environment and finance, local development, climate change, sustainable energy, ecosystems and biodiversity, ozone and climate , climate strategy etc.
In his acceptance speech as Goodwill Ambassador for Natural Protected Area Professor Dr. Anton Caragea had appreciated the wealth of Romanian natural protected area evaluated at more than 23 natural and national parks that are representing a priority for natural conservation in Romania and for the world. This regions will be a priority for me and also we have to emphasize the educational vision in promoting natural area protection and development, touristic opportunities, conservationist education programs and international aid. All this all the pillars of developing and insuring financial independence and sustainability for natural protected areas, concluded professor dr. Anton Caragea.
The discussion concluded with the UNDP Country Representative presentation of the UNDP plans main features: The natural environment is the foundation on which poverty reduction efforts and sustainable development must be built. Among news successes of UAE we must count: involvement of women’s in all political and governmental sectors, the equality of payment and treatment between men’s and woman’s and an inclusive political project that offers a strong voice to Federal National Council- the UAE Parliament in all country affairs. One of the secrets of United Arab Emirates astonishing development is a shared vision that unifies along time the leaders and the peoples. UAE a country with a geopolitical destiny
In 1968 Great Britain announced his intention to evacuate the former Trucial states , as the Golf states area where known at that time. This decision spell problems for the region, in north the Iran of the Shah Mohammed Reza Pahlavi was looking forward for this moment to assert his authority on all the banks of the Golf , tacking under control the Golf and the vital energy supply line of this space.
No other formula was acceptable; any of the adjacent country that will have take under control the area will also enjoy a monopoly over the trade and energy route of the region. From the emirate of Abu Dhabi, Sheikh Zayed bin Sultan Al Nahyan understood this geopolitical game and acted bravely. In 1971 uniting 7 emirates he proclaimed the United Arab Emirates (the initial plan included also Bahrain and Qatar but the negotiation has failed and only 7 emirates join Sheikh Zayed plan) an alliance destined to keep free the trade and energy supply area of the Golf . Despite this tense moment UAE survived and oil exploitation boosted the area.
An economic model under pressure?
Today controversial financial news are arriving from all over the world regarding financial crisis and difficulties but United Arab Emirates seems to have found the way out of the crisis into a new time of development and successes and this because we must never forget the strong fundaments of the UAE economy.
First off all UAE are enjoying a reserve of oil and gas lasting for at list 100 years from now, offering a steady income of more than 50 billion euro annually .This numbers could be misleading, the common perception is that UAE is depending on oil and gas but this perception is false, more than 64% of the GDP is offered by non-oil sectors. Long before the crisis hit the UAE decided to develop the non oil sectors like trade, finance, real estate, manufacturing and this sector survived to economic crisis offering to UAE the status of a country non-depending on natural reserves exports. Today UAE are enjoying in a crisis year a steady growth, investments are continuing to come and a massive financial reserve makes a stable currency and a low inflation economy.
This economic model is not under question, UAE are still on growth and on geopolitical climate of the region investing here is still a wise move.

With 365 day a year with clear sky the UAE could not only suffices his one energy demands but also be a world suppliers of green energy and technology. Investing in projects like Masdar City, a city that will supply 100% percent of the necessary energy from green sources UAE is proving that there is life after fossil energy. Investing in this energy of the future not only will assure UAE energy demand but also will be an important part of the economic growth , already in Germany an important solar plant property of UAE is launching a bid to make green energy for European Union.
Gulf Cooperation Council – a body with a geopolitical mission.
In 1971 Sheikh Zayed bin Sultan Al Nahyan already wanted an inclusive state, but this option could not be put into life at that time . Today this vision is alive by the creation of Golf Cooperation Council ( GCC) uniting the Arab Emirates, Bahrain, Kuwait and Saudi Arabia , Qatar and Oman. Today GCC is assuring the survival of the mission of keeping open for trade and energy supplies the waters of the Golf . The efficacy of GCC was proven in the Iraq-Iran war in the eighties and in Iraq –West tension after the 1991 Gulf War.
United Arab Emirates not only constructed a powerful and modern navy able to keep open the waters and make safe the supplies but also became the symbol of a strong allied of the western democracy , capable to support democracy building mission, peace keeping activities and investing in reconstruction projects in war torn countries. Sheikh Khalifa bin Sultan Al Nahyan (the son of deceased Sheikh Zayed and the continuator of his vision) declared that the geopolitical mission of UAE is to promote a unity of the Golf area and his example is an example of hope: unity is a conviction and a belief.
Now after 40 year from the UAE independence proclamation, in what it was at that time a small city: Abu Dhabi, the world is having a positive model. A powerful economy, a unity of 7 emirates without tensions or conflicts, a political balanced system of federal states and of unify governments, a balance of democracy, efficiency, respect for Islam and open society in a delicate area.
We have an example of a Golf state that is building a future society and we have the proof that oil is not necessary a curse (as many can believe) if we can build on it and we not make it the only reason for life. Oil is just a mean to an end.

How is your Excellency explaining the amazing development of United Arab Emirates (U.A.E.) in such a short period of time, United Arab Emirates are enjoying today one of the world highest and sophisticated life standards of living and also enjoy a powerful economy and democratic society.
How it was all possible in such a short time?
United Arab Emirates in there unification action, now 38 year old, have registered achievements that transformed the state and society in order to enter into XXI century with the capacity to face challenges and opportunities of this century and in the same time they wanted to offer a permanent stimulus for their citizens to have more capacity and achievements and to ensure to future generation a decent life and stability. Off course, the United Arab Emirates came a long way in economic and social development and we have being able to build a powerful institutional life, with an important degree of openness in society. All this had characterized the development process and the spirit of tolerance , that prevail in every sector of society in U.A.E. Also we have important ingredients: as a strong spiritual life that enrich the bases of our experience and put our country in a special place , not only in regional level, but also at world level. Indeed United Arab Emirates are undergoing from a long period of time a process of new development that transformed us in a center for international trade and finance. Also we are living a new parliamentary experience in the true meaning of the word , that completely correspond to national standard . On the other hand the success obtained at national level would not be possible without the wisdom of our foreign policy that facilitates reaching these goals.
Transforming Emirates into an economic center of the world would not be possible to explain only by one decision , but as a result of long term plans and efforts. These efforts were not merely economic construction but included infrastructure, quality service, social development, including also human capital development by training and a legislative and judicial environment in accordance with our economic and social global development.
From here results that United Arab Emirates positioning on world economy map is not temporary or based on an economic conjecture , but is the result of a continuous effort. In this development process where involved many economic and financial institution that build on solid foundation that overcome the economic crisis that is confronting today the world economy.
What is today situation on United Arab Emirates and what are the future development plans for United Arab Emirates?
There is no question that U.A.E. have great achievements in the last time, but we are continuing the efforts for future development. From this reason the state is working constant in developing process so that we could face any regional or international fluctuation or event`s . Today we are at the beginning of a new stage that will aloud our citizens to obtained all the necessary information’s and to have more power to integrate all the citizens in all the institution of the state ( cultural, mass media , economic, education ) in order to better contribute to our nation building . In this anniversary moment of 38 years from our National Foundation Day our hopes regarding our sate are limitless and our government aspiration for his citizens are also without limitation and we are aspiring for a bright future. We shell enter a new era that reflects ambitious visions and careful planning for future generations under the wise leadership of His Highness President of State and his Vice-President that are fallowing on the footsteps of SHEIKH ZAYED bin SULTAN AL NAHAYAN , the founder and father of United Arab Emirates, Allah grant peace to his soul.
Your Excellency how you will describe the Romanian- Emirates relationship?
Our bilateral relations are old and full of diplomatic interactions on different levels. The diplomatic relations begin at 1.08.1989. Also the relations are substantiated by reciprocal high level visits in the last years that contributed to developing friendship and cooperation between our countries. United Arab Emirates are having a high development experience and a high appreciation on world economic organizations and this is making bilateral relations easier. Also because Romania is among European countries interested in regional relations in general and in relations with United Arab Emirates, in special this is important in developing relations in all fields, and in 2008 the total commercial exchange reached 522 million dollars. Doubling this amount in the last five years is by itself a clear indicator on the dynamic that characterized our bilateral relations.
Your Excellency what are your future plans in developing relations between Romania and United Arab Emirates on politic, economic and cultural level?
United Arab Emirates by His Highness SHEIKH KHALIFA bin ZAYED AL NAHAYAN directives are programming to develop relations of friendship and mutual beneficial cooperation with Romania and is a shared desire to extend our cooperation prospective on the benefit of our two countries and we will concentrate on ways to consolidate our bilateral relations and ways to increase our exchanges in various fields of activity on the firm intention of satisfying reciprocal interest for the future. The most important is the Mix Ministerial Commission that contributes to development in bilateral cooperation in a practical and coherent way. I hope in the nearest future we will increase our cooperation in mutual benefit to serve our goals and ambition on economic development with a focus on tourism and investments.

United Arab Emirates are an important actor on world economy stage and is world renamed for international tourism as a much appreciated destination as a results of our wise leadership. On this occasion I invite our Romanian friends to visit United Arab Emirates and to observe the realizations achieved in this 38 year old road.

După cum explică Excelenţa Sa, această dezvoltare uimitoare într-o perioadă scurtă este firească, Emiratele Arabe Unite se bucură astăzi de unul dintre cele mai înalte şi sofisticate standarde de viaţă dintre ţările lumii, cu o economie puternică şi o societate democratică.
Cum a fost posibil acest lucru într-o perioadă atât de scurtă?
Emiratele Arabe Unite, în demersul de unificare început acum 38 de ani, au înregistrat multe realizări care au putut transforma statul şi societatea, precum şi pe cetăţenii săi, pentru a intra în secolul XXI înarmaţi cu capacitatea de a face faţă provocărilor şi beneficiilor acestui secol. În acelaşi timp, au căutat permanent să-şi stimuleze cetăţenii pentru a obţine mai mult şi pentru a întări ceea ce s-a realizat, asigurând astfel generaţiilor viitoare o viaţă decentă şi stabilitate. Desigur, Emiratele Arabe Unite au parcurs un drum lung în ceea ce priveşte dezvoltarea economică şi socială, însă noi am fost în măsură să construim o viaţă instituţională puternică, cu un grad mare de deschidere către societate. Aceste aspecte care au caracterizat procesul de dezvoltare, susţinute şi de spiritul de toleranţă, au prevalat în toate segmentele societăţii. De asemenea, ca ingredient important, puternica noastră viaţă spirituală ne-a fundamentat şi îmbogăţit experienţa, plasând ţara noastră pe un loc special, nu doar la nivel regional, ci şi la nivelul întregii lumi. Într-adevăr, Emiratele Arabe Unite trăiesc de mai mulţi ani un proces de dezvoltare nouă care a transformat E.A.U. într-un centrul financiar şi comercial internaţional. Pe lângă aceasta, trăim o experienţă parlamentară nouă, în adevăratul sens al cuvântului, care corespunde standardelor internaţionale. Pe de altă parte, succesele obţinute la nivel naţional nu ar fi fost posibile fără o politică externă înţelept promovată de stat, care a facilitat îndeplinirea obiectivelor.
Transformarea Emiratelor într-un centru economic global nu a fost posibilă doar prin luarea unei singure decizii, ci este rezultatul planificării pe termen lung şi a eforturilor depuse în mod susţinut. Aceste eforturi nu s-au limitat numai la simple construcţii economice, ci se regăsesc în infrastructură, în calitatea serviciilor, în dezvoltarea socială, incluzând aici şi dezvoltarea resurselor umane prin programe de formare continuă, în crearea unui mediu legislativ şi juridic în acord cu evoluţia economică şi socială atât la nivel naţional, cât şi global. De aici rezultă că poziţia Emiratelor Arabe Unite pe harta economică mondială nu este temporară sau conjuncturală, ci este rezultatul unor eforturi continue. În cadrul acestui proces de dezvoltare au fost antrenate multe instituţii economice şi financiare, care au construit o fundaţie solidă pentru a depăşi criza cu care se confruntă astăzi economia mondială.
Care este situaţia actuală din Emiratele Arabe Unite şi ce planuri de dezvoltare aveţi în viitor?
Nu există nicio îndoială că E.A.U. au înregistrat mari realizări în ultima perioadă, însă noi ne continuăm eforturile, urmărind permanent să ne dezvoltăm. Statul sprijină constant acest proces de dezvoltare, astfel încât să poată gestiona optim fluctuaţiile regionale şi internaţionale sau orice alte evenimente.
Pentru că ne aflăm la începutul unei noi etape, suntem preocupaţi să asigurăm cetăţenilor noştri accesul la informaţiile necesare pentru a avea mai multă putere în demersul de angrenare a tuturor membrilor societăţii în toate instituţiile statului (culturale, de învăţământ,mass-media, economice etc.), contribuind astfel la construirea naţiunii noastre. În aceste momente, când aniversăm 38 de ani de la fondarea statului, speranţele pentru ţara noastră nu au limite; aspiraţiile guvernului nostru pentru cetăţenii săi, aşteptările noastre pentru un viitor mai luminos sunt, de asemenea, nelimitate. Vom intra într-o eră nouă, care reflectă viziunile ambiţioase şi grija faţă de generaţiile viitoare, sub conducerea înţeleaptă a Alteţei Sale Preşedintele Statului, şi a Vice-Preşedintelui, care păşesc pe urmele Sheikhului Zayed bin Sultan Al Nahayan, fondatorul şi tatăl Emiratelor Arabe Unite, Allah să-l odihnescă în pace.
Excelenţa Voastră cum puteţi descrie relaţia dintre România şi EmirateleArabe Unite?
Istoria relaţiilor bilaterale este marcată de interacţiuni la diferite niveluri, care au debutat, în plan diplomatic, la 1.08.1989. Relaţiile sunt întărite de vizitele reciproce la nivel înalt efectuate în ultimii ani, care au contribuit la dezvoltarea prieteniei şi aprofundarea cooperării între cele două ţări. Emiratele Arabe Unite beneficiază de o semnificativă experienţă de dezvoltare, dar şi de o înaltă apreciere venită din partea organizaţiilor economice internaţionale, ceea ce a facilitat relaţionarea dintre cele 2 ţări. Faptul că România este una dintre ţările europene interesate de relaţiile cu ţările din regiune, în general, şi cu Emiratele Arabe. Unite, în special, este importantă dezvoltarea relaţiilor în toate domeniile. De exemplu, în 2008 volumul schimburilor comerciale a ajuns la 522 de milioane de dolari. Dublarea volumului schimburilor comerciale în ultimii cinci ani este un indicator clar al dinamicii care caracterizează relaţiile dintre cele două ţări.
Excelenţă, care sunt planurile dumneavoastră pentru dezvoltarea relaţiilor dintre România şi Emiratele Arabe Unite în domeniile politic, economic şi cultural?
Emiratele Arabe Unite, prin directivele Alteţei Sale Sheikh Khalifa bin Zayed Al Nahayan, urmăresc să dezvolte relaţiile de prietenie şi cooperare fructuoasă cu România, împărtăşind dorinţa comună de a extinde perspectivele de cooperare în beneficiul celor două ţări. E.A.U. se vor concentra asupra căilor de consolidare a relaţiilor bilaterale, dar şi asupra modalităţilor de intensificare a schimburilor în diverse domenii de activitate, cu scopul clar exprimat, de satisfacere reciprocă a intereselor. Un rol important revine Comisiei Mixte Ministeriale, care oferă cadrul instituţional necesar dezvoltării cooperării bilaterale într-un mod practic şi coerent. Sper ca în perioada următoare să extindem cooperarea – în beneficiul ambelor ţări – şi asupra altor domenii de activitate, precum turismul şi investiţiile.
Care este mesajul Excelenţei Voastre pentru cititorii noştri, cu ocazia Zilei Naţionale a Emiratelor Arabe Unite?
Ţara noastră a devenit un actor important pe scena economică mondială şi, totodată, este renumită şi pe harta turismului internaţional ca o destinaţie foarte apreciată, toate aceastea datorându-se conducerii noastre înţelepte. Cu această ocazie îi invit pe prietenii noştri români să viziteze Emiratele Arabe Unite şi să observe realizările obţinute în timpul celor de 38 ani.
“Syria is the successful story of the Middle East”- interview with Ph. D. Anton Caragea, International Affairs Expert, the author of the best-seller “Thinking of Europe”
Professor Caragea, you have just published a book greatly appreciated by the Romanian readers: THINKING OF EUROPE. Therefore I would like to start from this. Thinking of Europe can the European Union play a significant role in today’s world?
We are experiencing a particular moment, when the European Union has the opportunity to become a powerful and reliable voice, and I may say that it has the duty to become an important factor of External Politics.The European Union has reduced its role to accepting the United States decisions without affecting its own unity and tried to state its own position as in the case of the American invasion in Iraq in 2003. Now we have the opportunity to change this passive role of the European Union with an active one, particularly significant for the areas adjoining to Europe, namely Africa and the Middle East. The most important element is the power void that appeared in the Middle East following the decisions of Obama’s administration to withdraw the US troops from Iraq.
If the European Union wants to assume an active role this is the moment to take action.
What are the steps to be followed so that the European Union to become a voice again in the Middle East?
The first step that should be taken by the European Union is to sign an agreement with Syria, because only Syria can be a reliable and long-term partner, able to offer the European Union an active role in the peace-keeping process. Syria can and must be a partner for the European Union in the region. It is a politically active country, interested in the cooperation with the European Union, and it has a positive role in settling the issues of the Middle East. Syria has been working for more than 60 years to maintain stability in the region, in Lyban and Palestine where the benefic Syrian influence is to be noticed.
Moreover Syria is the country that has been offering support for more than 1.5 million Iraqi refugees, having an important contribution to the solution of the Iraqi problem. Syria has now a stable and foreign market oriented economy which has been constantly developing.We must not ignore the democratic process Syria has been going through, its political stability and its policy based on international cooperation.
Syria has all the main points to become a major factor of interest for the European Union regarding the cooperation in all the domains: politics, economics, culture etc.
With respect to this active politics of the European Union could you envisage a role for Romania?
Well, I see a role for Romania, too in this partnership and that may be the most efficient element of the cooperation between Syria and the European Union.Romania is positively seen by Syria, and that is due to the 35.000 Syrian students that studied in Romania and who have now important positions in the Syrian government, to the 100.000 Syrian companies that are active in the Romanian economy and due to the 100.000 Syrian-Romanian families that are living in Syria. So we have a solid basis to build on. I have recently been in charge with a Syrian mission and I gladly noticed the promptnessof the Syrian authorities to deal with the European Union and Romania and I can clearly state that Syria is one of Romania’s major partners in the region.
The Syrian democracy and the rapid economic development of the region are important elements for cooperation.
Do we have an economic basis for the Romanian-Syrian cooperation?
During our visit to Syria we have discovered that Syria can become a market that could attract about 50.000 Romanian tourists every year and send at least 20.000 tourists to the Romanian seaside that is badly in need of foreign tourists. Next we can cooperate on the stock exchange market, where Syria has just opened the Damask stock exchange market–an essential element in attracting capital. The Syrian market needs the Romanian goods and at the same time it can offer us bio-products in exchange, as well as leather and textile items.We should mention here the cooperation in the energetic field, where Syria is looking for a partner able to exploit the oil and gas deposits on its territory and Romania has some experience in this field.
Syria is the success story of the Middle East and Romania has to be a part of it. As a conclusion I can only say that Romania and Syria have re-discovered each other with the same availability to cooperate and to build a common future. Romania has to be the gate through which the European Union in getting closer to Syria.

Domnule profesor, tocmai aţi publicat o carte care a stârnit intersul cititorilor români şi nu numai: GÂNDIND LA EUROPA şi aş vrea s ă pornim de aici. Gândind la Europa mai pate juca vreun rol Uniunea Europeană în lumea de azi ?
Trăim un moment aparte, în care Uniunea Europeană are posibilitatea de a deveni o voce ascultată şi credibilă în domeniul politicii externe şi aş adăuga, are datoria faţă de ea însăşi de a deveni un factor important al politicii mondiale.
Până acum Uniunea Europeană s-a mulţumit fie să urmeze iniţiativele Statelor Unite, fie să se fragmenteze încercând să li se opună, precum a fost cazul în momentul invaziei americane în Irak în 2003. Avem acum oportunitatea de a schimba acest rol pasiv al Uniunii Europene cu unul activ, important, în special în zonele adiacente Europei şi anume Africa şi Orientul Mijlociu. Cel mai important element este vidul de putere care a apărut în Orientul Mijlociu după înfrângerea americană din Irak şi decizia de retragere a trupelor SUA luată de administraţia Obama.
Dacă Uniunea Europeană vrea să joace un rol pozitiv acum este timpul pentru acţiune .
Care ar fi paşii ce trebuie făcuţi pentru ca Uniunea Europeană să aibă din nou o voce în Orientul Mijlociu ?
Primul pas pe care Uniunea Europeană trebuie să-l facă pentru a ajunge la acest rol este semnarea unui acord cu Siria , deoarece doar Siria poate fi un partener de încredere, durabil şi capabil să ofere Uniunii Europene un rol în Orientul Mijlociu şi în procesul de pace.
Siria poate şi trebuie să fie un partener al Uniunii Europene în regiune.
Din punct de vedere politic Siria este o ţară activă, interesată în colaborarea cu Uniunea Europeană, având un rol pozitiv în rezolvarea problemelor din Orientul Mijlociu. Siria este o ţară care lucrează de peste 60 de ani la stabilizarea regiunii, fie în Liban sau Palestina, influenţa pozitivă siriană se face simţită.
În plus Siria este ţara care oferă sprijin şi ajutor la peste 1,5 milioane de refugiaţi irakieni asigurându-şi astfel şi un rol în rezolvarea problemei irakiene. Siria are acum o economie stabilă, în perpetuă creştere, în deschidere faţă de pieţele străine. În plus nu trebuie uitată evoluţia democratică a Siriei care cunoaşte alegeri multipartite, echilibrul politic, separarea puterilor în stat şi care se deschide tot mai mult către lume.
Siria are toate atuurile pentru a deveni un punct important pentru Uniunea Europeană pentru colaborare în toate domeniile: politic, economic, cultural etc.
În cadrul acestei politici active a Uniunii Europene vedeţi vreun rol şi pentru România ?
În acest domeniu văd şi un rol pentru România, care poate fi vârful de lance al apropierii între Uniunea Europeană şi Siria.
România are acum o imagine pozitivă în Siria, imagine construită prin cei 35.000 de studenţi sirieni care au studiat în România şi care acum ocupă poziţii importante în aparatul de stat sirian, prin cele 10.000 de firme siriene ce activează în economia românească şi prin cele 100.000 de familii siriano-române ce trăiesc în Siria. Avem aşadar temelii serioase pe care se poate construi. Am condus de curând o delegaţie importantă în Siria unde am avut bucuria de a constata seriozitatea autorităţilor siriene în a trata cu Uniunea Europeană şi cu România şi pot declara cu toată onestitatea că Siria este un partener major al României în regiune.
Democraţia siriană, dezvoltarea economică rapidă a regiunii toate oferă importante elemente de cooperare.
Putem avea şi o bază economică a colaborării româno-siriene ?
În cursul vizitei noastre în Siria am descoperit rapid că Siria poate devenii o piaţă care să atragă cc. 50.000 de turişti români anual şi poate trimite cel puţin 20.000 de turişti anual pe litoralul nostru, care suferă abandonat de turiştii străini, apoi putem colabora în domeniul bursier, unde Siria tocmai a deschis Bursa din Damasc un element fundamental pentru atragerea de capital şi bineînţeles piaţa siriană are nevoie de produsele româneşti şi poate oferii la rândul ei pieţei româneşti produse alimentare ecologice, ieftine şi de calitate şi produse textile şi pielărie. Să nu uităm şi colaborarea în domeniul energetic unde Siria caută exploatarea rezervelor de petrol şi gaze de pe teritoriul său şi România are experienţă în acest domeniu.
Siria este povestea de succes a Orientului Mijlociu şi România trebuie să fie parte la acest succes. În concluzie pot doar spune că România şi Siria sau regăsit după 20 de ani cu aceeaşi disponibilitate de a colabora şi de a-şi construi un viitor. România trebuie să fie poarta prin care Uniunea Europeană se apropie de Siria.

“Avem aspiratii inalte si respect profund fata de fiinta umana”
Interviurealizat de prof.univ.dr. Anton Caragea, cu Excelenta Salem Al-Jaber, ambassador al Statului Qatar in Romania.
Intrebare: Care este stadiul actual al relatiilor bilaterale dintre Statul Qatar si Romania?
Raspuns: Este evident faptul ca relatiile dintre tari sunt guvernate atat de considerente politice, economice cat si de alti factori legati de comunicarea culturala si de conjunctura internationala. Statul Qatar a fost primul stat , membru al Consiliului de Cooperare a tarilor Golfului, care a stabilit relatii diplomatice cu Romania in anul 1990 si am fost de asemenea primul stat membru al acestui organism , care si-a deschis o ambasada la Bucuresti, in anul 1996, restul tarilor din zona Golfului incepand sa deschida ambasade la Bucuresti in ultimii cinci ani.
Qatarul si Romania au semnat o serie de acorduri bilaterale si au purtat negocieri in domenii precum apararea, incurajarea investitiilor, interzicerea dublei impozitari, si au cooperat in domenii cum ar fi sanatatea, educatia, cultura, pe linga cele legate de tineret si sport. De asemenea exista un consiliu al oamenilor de afaceriromano-qatarez ce prezinta un cadru esential pentru orice cooperare fructuoasa intre cele doua tari. Mai exista de asemenea un acord intre Universitatea Bucuresti si cea din Doha, iar anul trecut s-a deschis la Bucuresti un biroual Cailor Aeriene Qatareze. De asemenea Banca din Doha si-a inceput de curand activitatea la Bucuresti, aceasta fiind o institutie bancara respectabila ce speram ca va juca un rol important pe piata bancara din Romania.
Am depus deja eforturi considerabile pentru imbunatatirea conditiilor cetatenilor romani ce muncesc in Doha, in prezent lucrand aici mai bine de 1.500 de muncitori romani in santiere petroliere si de exploatare a gazului, in turism, companiiaeriene, sistemul hotelier, spitale, etc. Speram ca pe viitor sa fim martorii unui progres important in ceea ce priveste relatiile bilaterale si totodata ne punem mari sperante in viitorul unei cooperari mai extinse.
Intrebare: Care sunt proiectele actuale si de viitor de colaborare intre cele doua tari ?
Raspuns: Dupa cum stiti Qatarul este o tara producatoare si exportatoare de energie, ce ocupa locul trei la nivel mondial in ceea ce priveste rezervele de gaze naturale, ce ating 25 de trilioane de metri cubi de gaze. tara noastra pune bazele unui plan extins de dezvoltare, caruia i s-au alocat deja mai bine de 110 miliarde de dolari de-a lungul a cinci ani. Este deci normal ca relatia de cooperare sa se concentreze asupra domeniilor energiei si a resurselor umane. S-au intreprins studii si cercetari cu privire la exportarea gazului qatarez in Romania, in cadrul unui proiect indraznet, in privinta caruia speram ca cele doua tari sa fie de acord, pentru a servi ambelor interese.

De asemenea, Qatarul este interesat de firmele romanesti cu experienta in domeniu, in vederea participarii lor la procesul extins de dezvoltare si modernizare in toate domeniile, pe modelul firmelor straine ce activeaza la noi in tara. Economia qatareza este capabila sa primeasca un aflux de investitii straine si mana de lucru calificata, in conditiile in care in ultimii trei ani produsul intern brut a crescut cu 31%.
Ne ocupam si cu buna organizare a congreselor si conferintelor internationale si exista o colaborare pe mai multe planuri, exemplu fiind participarea Romaniei la Expozitia Internationala de Carte de la Doha sau a numeroaselor ansambluri folclorice romanesti la festivalurile organizate in Qatar. Ba mai mult, personalitati politice si academice recunoscute din Romania au participat la Congresul Anual pentru Democratie si Comert Liber, iar pe parcursul anilor trecuti numerosi scriitori si jurnalisti romani au vizitat Qatarul, toate acestea contribuind la intarirea contactului dintre cele doua popoare.
Intrebare: Care este locul Statului Qatar pe harta internationala?
Raspuns: Suntem o tara mica, din punct de vedere al suprafetei si al numarului de locuitori, insa avem aspiratii inalte si o mai mare prezenta in politica zonala si in cea araba din momentul preluarii de catre Alteta Sa Sheikh Hamad Ben Khalifa a conducerii tarii, in anul 1996. Noi ne-am bazat pana acum in construirea politicii noastre interne si externe pe principii ce pornesc din respectul profund pentru fiinta umana, pentru demnitatea si libertatile sale si pentru faptul de a fi scopul si mijlocul de realizare a propriului progres si a propriei bunastari. Ne-am asumat obligatia ca relatiile noastre externe sa fie construite pe baza respectului reciproc, a dialogului si a cooperarii, care de altfel sunt in interesul tuturor statelor si popoarelor, cu credinta in necesitatea respingerii violentei si apelului la dialog in cazul aplanarii disputelor.
Noi am urmat o politica clara si cunoscuta de toata lumea, la baza careia sta distanta luata fata de axele politice si fata de conflictele din zona, dar in acelasi timp armonizarea cu cerintele internationale legitime si respingerea recurgerii la forta in aplanarea disputelor. Filosofia preventiva a diplomatiei este construita cu acceptarea justetii parteneriatului cu aliatii si asumarea rolului in promovarea pacii iar in ansamblul ei, se bazeaza pe o viziune clara. in acelasi timp Doha s-a transformat in cea mai importanta capitala din zona, in ceea ce priveste congresele internationale si zonale, partile aflate in conflict nefiind nevoite sa plateasca costul exorbitant al acestei obligatii, caci plata face parte din responsabilitatea noastra ca civilizatie, o responsabilitate internationala, umanitara, si morala.
Am intreprins pasi importanti in punerea bazelor democratiei si a statului de drept, precum si ale institutiilor si libertatii de expresie, respectand in acelasi timp cultura si traditiile societatii, oferind bunastare tuturor si garantand cerintele progresului stiintific. Detinem o retea a celor mai renumite universitati arabe din lume si avem si un interes sporit in extinderea ariei sportive si in protectia copiilor si a tinerilor, ca scop si mijloc de dezvoltare sociala. Cetateanul qatarez se bucura de cel mai inalt venit mediu pe cap de locuitor din lume, datorita unei utilizarii exemplare a resurselor naturale si umane.
Avem ferma credinta ca Dumnezeu Prea-inaltul si mesajele sale ceresti vor ramane pe veci sursa dragostei, a fraternitatii si a pacii in intreaga lume.
QUESTION: What are the present and future projects of cooperation between the two countries?
ANSWER: As you know Qatar is a country that imports and exports energy, placed on the third position in the world for its natural gas deposits of 25 trillion cubic meters. Our country set up an extended development plan, for which it allotted more than 110 billions dollars over the last 5 years. So it is obvious that the cooperation relation should focus on the energetic and public relation domain. Surveys and analyses have been made on the export of Qatar natural gas to Romania on an enterprising program which hopefully will be accepted by both countries on a common interest
Qatar is also interested in the Romanian experienced companies in order to participate to the process of development and modernization in all the domains, following the foreign companies model that are present in our country. Qatar’s economy is able to get a great amount of foreign investments and qualified labor force, taking into account that the GDP increased by 31%.
We are also managing the international congresses and conferences and there is a good cooperation on more levels, an example being Romania’s participation to the International Book Exhibition from Doha or the various Romanian Folk assemblies participation to the Festivals organized in Qatar. Famous Romanian political and academic personalities took part in the Annual Congress for Democracy and Free Trade. Romanian writers and journalists who visited Qatar also contributed to a better cooperation between the two countries.
Question: What’s Qatar’s status on the international scene?
Answer: Romania is a small country referring to its area and population, but we have important goals and we are more active in the zonal and Arabic politics since his Highness Sa Sheikh Hamad ben Khalifa became the Head of State in 1996. So far we have built our internal and external policy on principles based on a profound respect for the human being, for his dignity and freedom. He is the purpose and the tool to achieve the own progress and welfare. We considered as our responsibility to settle the external relations on the base of the mutual respect, of dialogue and cooperation, which are, after all, for the benefit of all the states that believe in the rejection of violence and the necessity of the dialog to avoid conflicts.
We followed the path of clear and open politics known by everybody, based on the distance taken from any political directions and from the conflicts in the area and at the same time the harmonization with the international trends and the denial of violence use in settling conflicts. A preventive philosophy of diplomacy is built on the conviction of a partnership with the allies and assuming the role in promoting peace and, on the whole, it is based on a clear vision. At the same time Doha turned itself into the safest capital in the area, regarding the international and zonal congresses; parties involved in the conflict needn’t pay the huge price of this duty, because payment is a part of our responsibility as civilization, an international, humanitarian and moral responsibility.
We followed these steps to lay the basis for democracy and for a democratic state, as well as for the institutions and the freedom to express yourself, respecting, at the same time, the culture and the traditions of the society, offering welfare to everybody and a guarantee for the scientific progress. We own the network of the best Arabic universities in the world and we have a great interest in extending the sports area and in the children and young people protection program which we see as means for social development. The Qatar citizen has the highest average income in the world due to a terrific use of the natural and human resources in the world.
We have the belief that the Good Lord and his heavenly messages will eternally remain the source of love, fraternity and peace all over the world.
